TL;DR
As it blatantly obvious MSI had to make a lot of compromises in order to get a card that was even remotely ITX sized. Put another way sometimes small is just too small to get the job done. If your budget can stretch to the Zotac GTX 1070Ti Mini and your case can fit its longer length it is the better card. If your budget or case makes the Zotac Mini simply a non-starter the MSI is probably the best option left to you.
